I’ve written a fairly extensive post on this subject on my personal blog, going into some great detail about how it can best be done and creating a link to Handy Image Mapper, which is a free tool you can use to create image maps.

So why would you like to create an image map? Well, let’s say you are working with something like Wordpress, or any other software that allows you to create a site and include a customized header. But let’s say that you want a very complex header, like the one I did at Funny Shirts. There are a lot of ways that one could do this, but most of them are impossibly difficult. Why not just create in some art program, like Paint.net, the perfect header, including all the buttons you want, and then use the free tool, Hanny Image Mapper, to set it up for you?
